Zhou Shen Shen loses her voice after a bus accident and gets taken to the hospital by her friend, Zuo Jun, who blames himself for making her mute. There she meets Qi Wei Yi, a boy whose leg got broken by jealous peers. He finds a letter she had put in a bomb shelter wall. They leave each other letters and promise to come back in the Christmas of 2006. They become good friends and fall in love, but Wei Yi is unaware that Shen Shen is mute. When he has to leave before her, he gives her his phone number and tells her to call him.

Singer Hyeon Seok develops problems with his hearing (Menieres syndrome) and has to stop his recordings. He notices a picture of Hokkaido in a magazine and decides to travel there. He eventually arrives in a a small village in Hokkaido for rest. While there, he reminisces about the old days. The owner of the inn offers him a Japanese meal. There he meets a bright cheerful girl named Megumi.
Both are based on true love stories of people who live in Fukuoka prefecture. Both involve overcoming hurdles which separate the respective couples. In Love Stories from Fukuoka 13, it's the fact that the female lead is deaf, while the male lead isn't. In Love Stories from Fukuoka 14, the the male lead wants to see the female lead perform her music live, but she must first overcome her fear of people.
